Following WWII, it became very apparent to the Allies that there needed to be a top secret organization that could delve into the weird, passed what the C.I.A. or M.I.6 etc would go. HYDRA had shown that the world was beginning to move in a direction that no one had been prepared for. Peggy Carter spearheaded the founding of S.H.I.E.L.D. and invited in Howard Stark and other people to assist in the birth of the organization. With the support of the U.N., S.H.I.E.L.D. grew but also deals from Project Paperclip would cause the organization to be infiltrated by HYDRA almost since day 1. S.H.I.E.L.D. discovered about outside HYDRA groups and would stop them and also A.I.M. and other hidden espionage groups, but a strong faction of HYDRA was growing within S.H.I.E.L.D.'s ranks.

HYDRA's plans to cause terror and stir the pot of violence around the world had motivated people to fear enough, as well as placed operatives in manners of politics and corporations, to encourage acceptance of a program that could wipe out terror etc before it might start. This came to a disastrous halt and also revealed Winter Soldier to Captain America. S.H.I.E.L.D. was taken down for 6 whole months due to the horror that HYDRA had wrought. However, 6 months later, the U.N. came to have troubles with A.I.M., Quantum and a new group on the scene known as the League of Shadows. Though the LoS had been around for some time masquerading as Quantum, they were on their way to a solid nasty debut of their own. After an attack on Gotham, it became clear this group had done several other crimes and they were not going to be dealt with by anything else other than what S.H.I.E.L.D. could offer.

A strong screening process took place and Colonel Nick Fury was brought back to life (having faked his death) and placed in charge. He then filtered through former members and also recruited new ones for the rebirth of S.H.I.E.L.D. Much to his surprise, with the efforts of Captain America and Black Widow, Winter Soldier was also brought in though at this time, he is in training and going through processes of de-programming. Currently, there are about 3000 members of S.H.I.E.L.D. and it seems that it will not grow in number beyond this point so that mistakes like what formerly happened will never again be duplicated.

S.H.I.E.L.D. operates out of various bases globally though mainly they move about via the Helicarrier, which is a mobile station that can stay airborne indefinitely without needing refueling. They have buildings in NY, Washington D.C. and in London, England, which are public.

There are around 3000 members of S.H.I.E.L.D. There is a psi team, an espionage team, which makes up the largest component, and a military team, called the G.I. Joes, which has about 100 members.
