Justice League

Justice League Charter

* Purpose

The purpose of the Justice League (JL) is to handle threats to Earth's security - both terrestrial and extraterrestrial - beyond the power of conventional enforcement groups. If requested to do so by concerned parties, the JL will undertake certain missions that aid those of other planets. However, the JL's major responsibility is the peace and welfare of Earth. The JL will also participate in public service and charity functions when not involved in higher priority duties. This aids in relations with the citizens of earth.


The Watchtower is a space station that stays in orbit around the earth and defends it. This also serves as a place where negotiations can take place between aliens of other worlds and citizens of the planet earth. If the League does venture off world to other places, generally it has to do with defense of earth primarily by alien threats or to assist allies such as the Green Lantern Corps.

A side effect of the League's position is that it is the Solar System's first (and often last) line of defense against extraterrestrial and pan-dimensional threats. Unofficially the League also defends the Earth from time travel threats and is one of the few modern day organizations with the knowledge of the existence of Hypertime.


* Funding

The JL is a non-profit organization incorporated in the United States of America and recognized by the UN. It is funded by a trust established shortly after its creation. Further funding is supplied by the Wayne Foundation, Oliver Queen and the United Nations (UN). Contributors to League funds can have no say over the usage of those funds. The League can use the funds for the maintenance of its facilities, but only may allocate a specific sum as payment to its members for the work they do. Members are paid based on how much work they perform for the JL; not just by status.


Active Membership


The Council members are as follows: Superman, Wonder Woman, Batman, Martian Manhunter and Aquaman. These members may be replaced through voting, but there are always 5 on the Council. The Council may desire others to sit in based on their experience with certain missions or situations. This is called a 'revolving chair' status.

The roster otherwise consists of Black Canary, Green Arrow, Flash, Huntress, Red Tornado, Green Lantern, Doctor Fate, Captain Marvel, Zatanna, Hawkgirl and others who may show up from the alternate timeline.



* Roles of the League

Chairman of the League - (Held by Superman currently). A 2/3 vote by the active League members is required for Chairman. This vote is held once every 2 years or if a 'Vote of No Confidence' is called, or if something were to happen to the Chairman. The Chairman commonly deals with the UN and tends to be the front person for the JL.

Council Members - There are always 5 Council Members at any time, to include the Chairman of the Council. These members vote on various things for the League's direction and can also speak to members of the UN and raise concerns and are often liaisons to other worlds. Council Members are elected by member votes.

Active League Members - These members are considered to be solid members and have passed any requirements to do so. They are on call 24 hours a day and can vote on any called votes. These are also the only members eligible to be voted upon the Council. Requirements are as follows:
- One year of public active service as a hero (though this may be waived)
- A recommendation from an active Justice League member and a 2/3 majority vote by the Council.
- An investigative background check prior and an interview are required.


Revolving Chair Mission Specialists - Occasionally active or occasional members are called in to offer services due to their experience in certain matters. These members are placed on the Council temporarily and granted respect due to the Council when they are on such duty.


Reserve Members - These are members who are standby should the League need their assistance or they are required to fill in for someone else who needs time of absence. These members also may be considered in training or recent additions to the team there on a trial basis. Reserve members are not on call 24 hours a day and do not vote on matters of the JL unless for special reason. Reservists do have permission to attend any JL meetings and are given JL signal devices.

Honorary Members - These are people that have declined membership into the League but who are held in esteem and do assist from time to time. They do not have any special privileges, so to say, other than access to some information and assistance should they require it.


* Requirements of JL Members


Membership Clauses
o All active members will attended JL organizational meetings held on the last Saturday of each month.
o JL members are paid equally across the board. There is no discussion on advanced pay.
o Each active member must keep a record of his activities for the JL archive.
o Each active member must account for any absences from League business and must notify the chairman of any extended period of absence so that he may notify alternatives if necessary.
o No active JL member has to reveal his secret identity, though it is encouraged among JL members. This helps ensure that members can be trusted as they are taught code words and body language to indicate identities to help with identification, due to shapeshifters and other potential infiltrators.
o JL members will not reveal League secrets to non-members or spouses.
o All active members will be available, for service 24 hours a day and will carry their JL signal devices at all times. Members may also be notified by telepathy for missions.



Reserve Membership

Reserve members are held to the same conditions and bylaws as the active members except they are not bound by the necessity to be on 24 hour call, nor are required to attend JL meetings and they do not have voting rights. Reservists must have assisted the League on at least one mission. Reserve members are entitled to attend JL meetings and are given signal devices. If a reservists misses three summons for help then they are removed from reserve membership.



Honorary Membership

Honorary membership is given to any hero who assists the League, but declines active or reserve membership. Honorary members have no duties, must go through an active member to contact the League and may attend social functions.


Monitor Duty

Each active member must take their turn monitoring the JL or be on call to stand in for another member who has accepted the duty for durations of time. Normally Red Tornado and Martian Manhunter exchange this duty but they require time off as well. Members are chosen going down the list for who will fill in next when either cannot be present.



* Punishment of Criminals

o All alleged criminals dealt with by the JL shall be brought to trial under which the judicial body that they are subject to, be it terrestrial, extraterrestrial or extra-dimensional, will try them.
o The governing tribunal, NOT THE JL itself, shall determine the severity of a criminal's punishment. Imprisonment shall be handled by conventional institutions, except when the criminal cannot be detained by such existing facilities. In this case, the JL is at liberty to device their own form of detainment under the review of the UN or a recognized interstellar law enforcement agency, such as Green Lantern Corps.
o JL may act to neutralize a threat, rather than bringing the threat in for punishment. The UN would review these actions. In all cases, the League stands for the protection of a lifeform's 'human rights' and will not take part in any capital punishment.




Leaves of Absence and Resignations

Leaves of absence can be granted to any reservist or active member who requests them. Any member can also resign at any time. Any member who resigns or takes a leave of absence and remains in good standing may later return to the League (members who have resigned have to go through the standard election procedure ). Members can be discharged from the League if they are no longer able to serve and automatically become honorary members.

Leaves of absence may be filed for members by the Council if the hero has gone missing and the Chairman calls for a reservist to take that person's place.



Suspensions and Expulsions

Any member can be suspended by a majority vote of all active members. Suspensions can be issued for dereliction of duty, conduct unbecoming a JL member or willfully disobeying the chairman or council. Suspensions are normally for one year, but can be overturned for "good behavior" by a two-thirds vote of the active membership. The case for suspension must be brought by an active member.

Active, reserve and honorary members can be expelled from the League with no possibility of reinstatement by a unanimous vote of the tribunal.

Many members of the Justice League appeared on the earth from about a year ago to present time. Members may continue to resurface from their lost dimension to this world, due to the nature of what transpired from their homeworld.

History of the League

The Justice League was formed a few years before things fell apart, due to the dangers their earth was facing. Heroes and villains alike were growing in power and some villains strongly were organizing against the planet. Also, alien threats, such as Hawkgirl's people, were becoming well known. Aliens were not so prevalent but with the appearances of beings such as Hawkgirl and Martian Manhunter, Superman as well as the Green Lantern Corps, and enemies of these people emerged, it became apparent a team was going to be required to deal with them.

Wonder Woman and Aquaman joined the League as well, being ambassadors from their own people of earth. Over time, the League grew quite strong and had many members. This RPG mainly focuses on the Justice League recent cartoon as a basis, since it nicely modernized the Justice League and presented interesting story lines. Watch that and Justice League Unlimited and you have all the setting you would basically require. Some amendments might be required here or there but they can be discussed as required.

The Justice League, on their own world, were battling a great evil known as Darkseid. Lex Luther assisted to some degree but in doing so, gave over something to Darkseid that he desired most: The anti-life equation. With a special device, Darkseid managed to make the anti-life equation a reality and worlds began to fall to his manipulation and their loss of wills. Another dark figure came into play as the Justice League and other heroes from worlds rose up to try to counter the anti-life equation and the crux he held it in. The JL, mainly Superman, Wonder Woman, went to Apokalips and fought the enemy on his own turf. Others, such as the Green Lantern Corps, met the danger on other worlds, fighting desperately. Flash, Green Arrow and Black Canary fought bravely on earth. Martian Manhunter managed to figure out the opposite equation, of which his father once knew and in the past had held from Darkseid's people, which caused the destruction of the Martians in the end.

As the Justice League now had a means of restoring people's wills through the equation and magicks provided by Dr. Fate, Zatanna and others, Darkseid met a powerful ally from another time. Growing tired of the League interfering, he was convinced to move his dimension from the current time and then set into motion the device with the anti-life equation to disrupt all life. This caused an entire decay of all life within the timeline.

The Justice League seemed doomed to fail as the timeline deteriorated and thus Doctor Fate put together a ritual, with his wife, Inza. Within his tower, he focused and linked to the current active world timeline and before all time there in his world was destroyed, he managed to secure spots for people who had no 'analogs' in the current timeline.

Since the ritual was successful, the JL's timeline was vanquished but members of the JL and also members of other groups from that world, have appeared in the modern day current world. As time would have it, some beings of the other world appear at different moments and the procedure, due to how the ritual was performed, may go on for many years to come.

The Justice League is aware that Darkseid has also exited his dimension and been spotted in this time period. He has, however, chosen, as of yet, not to interfere. What his plans are, no one is sure, but the Justice League has found a home on the new world and has assisted the planet with alien relations, among other things. They often work in tandem with the Avengers though more with space matters quite often. S.H.I.E.L.D. often gives them missions and they are well familiar with Nick Fury, as well as the UN.

The Justice League is aware of the struggle of mutants on the world and has taken a stance against Sentinels. Due to a funny meme youtube video featuring some JL members, the Sentinel program was mocked to such a degree, after all the damage they caused, that humans actually voted against them as a way to track down mutants. They do have ties to Professor X as well as Magneto and have tried to be a voice of reason concerning things, though they know they must be careful and allow the world to progress and see what's right in their own time.


Locations:

The Justice League has the Watch Tower, which orbits the world.

The JL also has a base of operations called 'The Halls of Justice' in Brooklyn. This is not the immense station it was formerly on the other world, but is still a decently sized two story building with a balcony to the second floor. There is a basement level they use for training and that holds the transporter to the Watchtower.
